Summary

The ancestral practices and artisanal management of the emerald-laden land in western Boyacá has often been confronted against standards of good labor practices and environmental management. Esmeraldas Santa Rosa, with a long history in the sector, seeks to innovate social and environmental management processes through the establishment of a sterile disposal center with the aim of treating waste from mining activity according to good environmental and social practices. Esmeraldas Santa Rosa also guarantees their workers a decent job, paying special attention to mothers who act as the head of their families and working to reduce the inequality and poverty gaps in the region. When it comes to the environment, the company does not pollute the hydrographic basins and complies with the standards set by the government. They hope to continue contributing to the future of the sector and the community.

Las prácticas ancestrales y el manejo artesanal de la tierra esmeraldífera en el occidente de Boyacá ha sido cuestionada frente a los estándares de buenas practicas laborales y de manejo ambiental. Esmeraldas Santa Rosa con larga tradición en el sector busca innovar en los procesos de gestión social y ambiental a través del establecimiento de un centro de acopio de estériles con el objetivo de tratar los residuos de la actividad minera fundamentado en las buenas practicas ambientales y sociales. Así mismo garantizar un trabajo decente, especialmente a madres cabezas de familia, disminuyendo la brechas de desigualdad y pobreza en la región, realizando contribución al medio ambiente con la no contaminación de las cuencas hidrográficas y finalmente generando valor a la compañía con el cumplimiento de las normas establecidas por el gobierno y la oportunidad de seguir contribuyendo al futuro del sector y la comunidad.

Innovation

The sterile disposal center is a geographical field designed and endowed to Esmeraldas Santa Rosa within the mining title granted by the National Mining Agency. From there, all the sterile material is disposed of, including the earth residues with possible emerald material that are extracted from the tunnels of the mining operation. This is done so the so-called "Barequeros", or artisanal miners, can carry out the work that they have traditionally done since the 60s and 70s. The true innovation lies in the social aspect of this process by promoting traditional values, such as decent work, that is, providing fixed income, social security benefits, and equal opportunities for the entire community. In addition, when it comes to contributing to the environment, for decades all this material coming from the mines was washed in the rivers that pass through there, but now, because of Esmeraldas Santa Rosa, it is carried away from the rivers and there is a final utilitarian disposal site for these wastes.

El centro de acopio de estériles es un campo geográfico diseñado y dotado dentro del titulo minero otorgado por la Agencia Nacional de Minería para Esmeraldas Santa Rosa, de allí se dispone todo el material estéril, siendo estos, los residuos de tierra con posible material esmeraldífero que se extraen de los túneles de la operación minera, para que los llamados "Barequeros", mineros artesanales o de subsistencia puedan realizar su actividad que por tradición han desarrollado desde los años 60 y 70. La verdadera innovación radica en los procesos de gestión social y ambiental que permiten promover la actividad tradicional como trabajo decente, es decir con ingresos fijos, seguridad social, oportunidad igualitaria para toda la comunidad, especialmente para madres de cabeza de familia ademas de contribuir con el medio ambiente, ya que por décadas se lavaba todo este material proveniente de las minas, en los ríos que por allí pasan, y ahora se realiza en estos sitios, lejos de los ríos y con una disposición final utilitaria para estos deshechos como son el desarrollo de vías internas para la región.

Sterile Disposal Center

Inspiration

The initiative to create a sterile disposal center was born by the Esmeraldas Santa Rosa Company in 2017, which was looking for an innovative way to make the final disposal of waste materials from its operations and help with the labor formalization of artisanal miners who sought emerald material to provide for their families.

According to Maria Isabel Alvarado, member of the Asoguarumal Association, "I am a mother who is the head of the family, in my home many times we had to go to bed without having an aguapanela of food, I washed a lot of ground in the rivers, for many years. The opportunity to have a decent work for me and my family has helped to bring daily sustenance to my children, I appreciate this opportunity for me and I hope that many people in my community also benefit ".

Esmeraldas Santa Rosa is also committed to further development in the region, this time in infrastructure, and according to the President of Asoguarumal, Elver Alirio Monroy, "Thanks to Esmeraldas Santa Rosa, the construction of roads has brought development in the internal infrastructure of the region."

La iniciativa de crear un centro de acopio de estériles nace de la Empresa Esmeraldas Santa Rosa en el año 2017, quien buscaba una forma innovadora de hacer la disposición final de los estériles provenientes de su operación y ayudar a la formalización laboral de los mineros artesanales o de subsistencia, quien buscaban con la actividad del lavado de esos estériles en el río, encontrar material esmeraldifero con el objetivo de buscar ingresos para sus familias.

De acuerdo con Maria Isabel Alvarado miembro de la asociación Asoguarumal, "Soy madre cabeza de familia, en mi hogar muchas veces tuvimos que acostarnos sin tener para una aguapanela de comida, lave mucha tierra en los ríos, durante muchos años La oportunidad de tener un trabajo digno para mi y mi familia ha ayudado a traer el sustento diario a mis hijos, agradezco esta oportunidad para mi y espero que muchas personas de mi comunidad también se beneficien"

Esmeraldas Santa Rosa también comprometida con el desarrollo en la región, esta vez en la infraestructura, según Elver Alirio Monroy, Presidente de Asoguarumal "Gracias a Esmeraldas Santa Rosa la construcción de carreteras han traido desarrollo en la infraestructura interna de la región".

Overall impact

The general impact is the benefit of more than 7,000 people in the region registered with the associations of artisanal (subsistence) miners in Maripí, Boyacá. This includes the hiring of 40 people from the community on a monthly basis and the rotation of these employees in order to guarantee the benefit to the entirety of the community in this region. When it comes to the overall impact of Esmeraldas Santa Rosa's innovation, this can be seen in the adaptation of internal roads and the progressive decontamination of the mining river, which prevents the dumping of about 3,120 tons of mining waste per year.

El impacto general es el beneficio de mas 7.000 personas de la región inscritas a las asociaciones de mineros artesanales o de subsistencia de Maripí, Boyacá con la contratación mensual de 40 personas y la rotación de estas para garantizar el beneficio a toda la comunidad de la región. La adecuación de las carreteras internas y la descontaminación progresiva del rió minero evitando que se arrojen cerca de 3.120 toneladas al año .

Business benefit

Currently, in its mining operations, the company has to comply with several requirements made by the National Mining Agency (NMA), among which are to comply with the PTO (Works Program) and the PMA (Environmental Management Plan). Within the PTO, there is the social management plan, and, within the PMA, is the management plan which lays out how to reduce the environmental impact that mining has. The way Esmeraldas Santa Rosa handles waste materials has made it possible for them to meet these requirements made by the National Mining Agency with certainty, guaranteeing the proper use of the mining title in terms of compliance with the laws in Colombia. Additionally, the NMA has allowed the renewal of the exploitation of the title granted to Esmeraldas Santa Rosa for another 30 years, which means an income of about 5 to 7 million dollars annually and earnings of about a million dollars per year.

Actualmente dentro de su actividad la empresa tiene que cumplir con diferentes requisitos hechos por la Agencia Nacional de Minería, dentro de los cuales están cumplir con el PTO (Plan de Trabajo y Obras) y el PMA (Plan de Manejo Ambiental). Dentro del PTO, se encuentra el plan de gestión social y dentro del PMA se encuentra los manejos para la disminución del impacto ambiental que la minería tiene. El manejo de los estériles ha permitido cumplir con certeza los requerimientos realizados por la ANM, garantizando el adecuado uso al titulo minero en cuanto al cumplimiento de las leyes en Colombia. Adicionalmente permitió la renovación de la explotación del titulo otorgado a Esmeraldas Santa Rosa por 30 Años más. lo que significa ingresos por cerca de 5 millones a 7 millones de dolares anuales. y ganancias por cerca del millon de dolares por año.

"En Junio de 2018 tuvimos un logro grande para la empresa y fue la renovación de la exploración del titulo minero por 30 años mas, lo que significa la oportunidad de explotar la mina y así mismo seguir contribuyendo a la generación de empleo y desarrollo sostenible de la región", Germán Forero Presidente de la empresa.

Social and environmental benefit

Benefits for Society:

- Hiring within the community, which guarantees these workers a decent job with fixed income and continuing opportunities to mine and wash the land in order to obtain emerald material.

- Guarantees the continuance of the traditional mining work which has been carried out since ancient times, but in safe locations.

- Decreases the informal unemployment rate in the region, contributing to a drop of about 5%.

- Prepares roads and gabions for road development, which contributes to about 10% of the internal road development of the region.

- Eliminating gender inequalities by hiring mainly mothers who are the heads of their households, with women making up 80% of the staff hired from the mining associations.

- The participation of the entire community through the hiring of around 40 new employees from the community per month.

Beneficios para la Sociedad

- Disminución de la tasa de desempleo informal en la región. contribuyendo con cerca del 5%.

- Elaboración de carreteras y gaviones para el desarrollo vial. contribuyendo con cerca del 10% del desarrollo vial interno de la región.

- Eliminación de las desigualdades de genero, por medio de la contratación principalmente de madres cabezas de familia, siendo el 80% del personal contratado de las asociaciones, mujeres.

- Participación de toda la comunidad con la oportunidad de ser contratados por diversos periodos de tiempo. Contrataciones de alrededor de 40 personas mensuales.

Esmeraldas Santa Rosa is a company dedicated to the exploitation of emeralds in Colombia.
